Efficiency of legal norms. 2nd Edition. From Theory to Practice

There are phenomena in the society which cannot be considered as exclusively belonging to civilization or to culture. This is the very case of legal norms issued or sanctioned by the state, representing elements belonging both to culture and civilization. Issuing and enforcing legal norms is a complex process with economic, social and political determinations reflected in the activity of governing political parties. The law has lost its character of a supreme normative act as it interferes both with other national legal acts, as the government ordinances or methodological norms, and international conventions, treaties and legal acts of the European Union with direct effect. In some fields, a “normative orgy” and a “normative confusion” may be identified.

There are no general solutions for bringing the legal norm back to a clear rule easy to apply and enforce. The first edition of the conference “The Efficiency of Legal Norms” was an invitation to work on possible solutions that may be applied to different legal systems or fields of law. The Conference works, published by Hamangiu Publishing House, showed a clear interest of many researchers in this subject at an international level and encouraged us to continue with the 2nd edition on the same subject, now focused on means of set theory into practice.

We have the pleasure to announce you that the Faculty of Law Cluj-Napoca – “Dimitrie Cantemir” Christian University – organizes the International Conference on “The Efficiency of Legal Norms, 2nd Edition – From Theory to Practice” to be held in Cluj-Napoca, Romania, on April 25th-27th, 2013.

We are writing to you on behalf of the Conference Organizing Committee invites you to participate and spread the word among your colleagues and other professional contacts.

The Conference is organized in cooperation with the Department of Social and Humanistic Research of the “George Bariţiu” Institute of History – Cluj Branch of the Romanian Academy,the Romanian Institute for Human Rightsthe Romanian Association of Penal SciencesInstitute of Administrative Science of Moldovathe Intellectual Property Rights Scientific Association and the Romanian Society of Authors and Publishers of Scientific Works.

The participants are academics, researchers and law practitioners. The conference languages are Romanian and English. At the same time, the conference will host two workshops (Property rights. Limits and exceptions; Individualization of punishment).

The Conference advances for discussion the following main sections:

  • Private law;
  • Public law.

The Conference Proceedings will be published in a volume by a Romanian important publishing house, under ISBN reference.

The registration fee is 50 Euro and includes: conference participation, the portfolio with conference mate­rials, welcome cocktail, coffee-breaks, lunch and festive dinner, as well as the publication of the paper in the conference proceedings, guided tour on the April 27th. The registration fee does not include trans­por­tation, meals, and accommodation. Proof of registration fee will be sent to the email conference address.
