The 20th century introduced the concept of vulnerable and disadvantaged categories of people. The international legislation was introduced, aiming to protect the rights of such categories as women, minorities, refugees, persons with disabilities, children, old people etc. Among such persons, children (from before birth to coming of age) seem to be most severely disadvantaged, as they have little possibility to realize their status or take attitude. In 1924, the League of Nations adopted the first so-called Geneva Declaration of the Rights of the Child, which anchored the fact that the child, because of his physical and mental immaturity, needs special guarantees, care and special legal protection before his birth and after it. In the next year, the first World Conference on the Well-being of Children was held in Geneva, which proclaimed 1 June as the International Children’s Day. Romania has celebrated this day for a long time now, but in 2017, for the first time, it was decided that the 1st of June will be a bank holiday. Seventy years ago, the United Nations Children’s Fund (UNICEF) started its activity to protect children. Our conference is launched close to the date of November 20th, observed as Universal Children’s Day by many countries, marking the day on which the General Assembly adopted the Declaration of the Rights of the Child in 1959 and the Convention on the Rights of the Child in 1989.
Since in the 20th century a lot of international and national legislation regarding children has been adopted, now, in the second decade of the 21st century, it is time to assess the results.
Legislation should not only protect children but must also provide for their health and intellectual development, as this group of people will shape the future of the planet. For countries facing a decrease of natality, legislation should also be an incentive for fighting this phenomenon.
Proposed topics on the subject are: Shared responsibilities between the state and the family regarding children; Support measures for families; Primary and secondary education; Protection of children by civil norms; Protection of children by criminal norms; Protection of children under human rights; International norms protecting children; Children’s Rights and Business Principles; Juvenile delinquency; War, migration and child’s rights; Health policies regarding children; Child abuse and neglect; Ethics and law in protecting children.
These are only some of the themes we propose, without limiting the topics on the subject.

The main partners of the Conference are the Romanian Institute for Human Rights and the Romanian Academy Cluj Branch, “George Bariţiu” Institute of History, Department of Social and Humanistic Research. Other partners are presented on the Conference website.
